Fifth Annual Judicial Conference in Kosovo

It was highly appreciated the work of judges and prosecutors. It is required more commitment and decisiveness in combating the crime.

Prishtina, 05 Dec 2015 – The Fifth Annual Judicial Conference of Kosovo Judicial Council has started its work which is closely supported by the OSCE Mission in Kosovo.

The conference was opened by the KJC Chair Mr. Enver Peci, that by appreciating highly the contribution of Kosovo judges, required from them more commitment and accountability. “Today more than ever,  with the right, all of you are required to increase your performance, accountability and professionalism of justice system, in particular judicial power”. 

The time in which we are and the moments we are passing through are crucial and decisive for increasing the confidence of our citizens toward the work of courts” said among others Peci.  He further added that the treatment of extremism and terrorism cases, organized crime and corruption cases, taking on the responsibilities of national judiciary from EULEX and its treatment were among the biggest successes during this year.

Participants were greeted with a speech from President of Republic of Kosovo Ms. Atifete Jahjaga, “Our justice system has achieved progress in consolidating the respective legislation and in building the necessary capacities. This progress now needs to show tangible results. Cooperation of justice authorities is indispensable. 

 

Any setback of one institution reflects the overall stagnation to building an effective system of rule of law”, said President of the country, adding that the rule of law is vital to the future of the country and this cannot be dealt.

Considering the fifth conference of a particular importance, President of Supreme Court Mr. Fejzullah Hasani mentioned the need of increasing the professionalism among the judges and strengthening of the judiciary integrity. “Justice system must be cleaned up from corrupted and irresponsible judges, who, through abusive decision taking, do serious violation of foundation of a democratic country, do violate seriously the rights of citizens, our image and work”, said Hasani.

Meanwhile, Minister of Justice, Hajreddin Kuçi, said that the Constitution, law and juridical tradition are the only ones that should lead the work of judges and prosecutors. “We should seek to enforce even more the justice. As minister and citizen of Republic of Kosovo, I would ask each of you that in your libfe be guided by principles, that justice is a principal and way of living in our country and that for all without distinction. It is always required from to decide on the basis of law and be avoided from any impact regardless the political, economic, attraction and threatening power” expressed Minister.

Also the American Ambassador in Kosovo Mr. Greg Delawie greeted the conference, who expressed  the American government commitment to help the Kosovo justice. The first American in our country promised that in the future his country will help the judiciary with projects that amount to approximately 12 million dollars. He encouraged the judges to implement the law equally for all citizens, regardless the political, economic, attracting and threatening power that may appear.   

Also, the state prosecutor Aleksander Lumezi addressed a speech to the participants, the same thing did as well the Head of EU in Kosovo –Mr. Samuel Zbogar, and  Jean Claude Schlumberger, OSCE ambassador in Kosovo, who highly appreciated the work of justice authorities, asking for more decisiveness and professionalism in combating all negative phenomenon. As invitees in thos very important conference, except the whole elite national justice system, were also internationals who operate and work in Kosovo, present were all embassies, NGOs, etc.

Daily works were developed in these two topics: Presentation of Backlog Strategy, presentation of OSCE reports and publication of the II bulletin of Supreme Court of Kosovo. The KJC Annual Conference has already become a traditional one and collects in its structure the most important persons of judicial system. Its goal is to discuss about the plans, program and challenges which should be undertaken toward the promotion of judicial system and achievements that have followed up the work of the courts during a year.
