The 218th Meeting of the KJC is held

Pristina, 27 May 2019 – The Kosovo Judicial Council (KJC) held its 218th meeting in a row, under the leadership of the Chair, Skënder Çoçaj, whereby the items on the agenda were discussed and approved.

Initially, the Council reviewed and approved the Draft Regulation on the Review of the Draft Regulation on the Disciplinary Proceedings of Judges.

Following this meeting, review and approval of the Draft-Regulation On Amending and Supplementing the Regulation (06/2017) for Judges Training was done.

Following the discussions, members of the Council did not approve the request for transfer of two judges as long as legal conditions were not met.

At the request of the Department of Free Professions of the Ministry of Justice (MoJ) for the Professional Committee on Bailiff Evaluation, the Council appointed two (2) members and deputy members of the Basic Court, one (1) member and one (1) deputy member from the Court of Appeals, one (1) member and one (1) deputy member from the Supreme Court, as well as one (1) member and one (1) deputy member from the KJC.

The KJC members gave the authorization to Chair Çoçaj to sign the Memorandum of Understanding between the Group for Legal and Political Studies (GLPS) and the Kosovo Judicial Council (KJC) for the implementation of the project “Monitoring of the Judicial and Prosecutorial System in Kosovo”.

In the continuation of this meeting, the Council rejected the request of the Balkan Network Legal Office (BIRN) and the Group for Legal and Political Studies (GLPS) to monitor the process of selecting judges for the Special Department, with the justification that the Memorandums of Understanding signed between the Government or the Assembly of Kosovo are not mandatory for the KJC.

After the termination of the mandate of five/reserve (5) members of the Conditional Release Panel, the Council appointed new/reserve members from among judges of the Court of Appeals and Basic Court in Prishtina.

The Council also appointed one (1) reserve member to the Disciplinary Committee for Judges.

At the end of the meeting, the Director of the KJC Secretariat, Mr. Shkelzen Maliqi, informed the members of the Council on the lack of budget, the difficulties they are currently facing with and proposed that this meeting be presented with a letter to the Ministry of Finance and the Assembly for the purpose of making a solution, given that due to the lack of budget they have problems in accepting new employees, respectively in filling vacancies.
